TOM TAYLOR
Who he is and what is his professional experience?
Tom Taylor is currently serving as the elected
District 5 Councilor for the City of Wichita Falls
Tom has lived in Wichita Falls for 41 years. He is married to Rosel Fischer, and they have three adult children: James of Wichita Falls, Michele of the DFW area, and their late son, Ralf.
Tom is a 27-year Air Force veteran who served as a Chapel Manager at both base and major air command levels. Assigned to Sheppard AFB in June 1985, he and his family became active in both base and local community activities.
At Sheppard, Tom was promoted to Chief Master Sergeant. In January 1989, the Commanding General selected him to serve as his “Senior Enlisted Advisor”. Tom retired from active duty on December 31, 1991, after he and Rosel chose Wichita Falls as their hometown.
After leaving the Air Force, Tom became a licensed independent insurance agent and managed a local auto insurance agency. He later spent over two years as Community Outreach Coordinator and finance manager for the Children’s Aid Society/Teen Emergency Shelter.
Drawn back to the Air Force, he took a Civil Service position as a Finance Technician at Sheppard. After implementing a new Air Force computer-based accounting program, Tom brought his management and leadership skills to the 82nd Communications Squadron.
For more than 10 years, he served as a Communications Planner, managing multi-million-dollar communications and information technology projects. He created Sheppard’s first Information and Technology budget and managed its $6 million budget for several years.
HQ AETC recognized the outstanding quality and quantity of his accomplishments and work ethic by selecting him as Outstanding Civilian of the Year. Tom retired from Civil Service in 2010.
What qualifications and experience does Tom Taylor offer?
Tom holds a Business and Finance degree from Mt. St. Mary’s College in Emmitsburg, Maryland.
He is a graduate of the Air Force Senior NCO Academy and the NCO Academy.
During his active duty and Civil Service careers, Tom completed numerous courses in DoD budget, management and communications infrastructure design.
He has more than 30 years’ experience in policy development, financial management, budget creation and execution, long-term planning, and project management.
He works well with others, listens carefully, identifies priorities, and develops practical solutions. He also values the opinions of others, even when their opinions differ from his own.
Tom has more than 30 years of local community service, buoyed through graduation from Leadership Wichita Falls and the Wichita Falls Citizens’ Police Academy. He organized and led a Neighborhood Watch program, encouraged city and neighborhood participation in town hall meetings, and volunteered as a DAV driver, transporting disabled veterans to the OKC VA Hospital.
